英語で、24時間制の時刻（例えば、1420などと表記）を英語でどう発音するかは少し、考えてしまいます。基本的には、前2桁と後ろ2桁に分け、その後にhoursを付けます。本来、軍隊での表現ですが、日常生活でも使われるようです。
インターネットに次のような質疑応答記事があったので、参考までに引用します。信憑性のほどは不明ですが、経験的には正しいように思えます。

24時間制の時刻の読み方は、下記で合っていますか。とくに最初の2つが疑問です。
0000 – zero hundred hours
0001 – zero hundred one hours
0015 – zero hundred fifteen hours
0030 – zero hundred thirty hours
0059 – zero hundred fifty-nine hours
1200 – twelve hundred hours
1201 – twelve hundred one hours
1209 – twelve hundred nine hours
1539 – fifteen hundred thirty-nine hours

I say twenty four hundred hours, if it’s midnight.
One minute after midnight would be twenty four zero one hours.
1:00 am is zero one hundred hours.
1:22 am is zero one twenty two hours.
2:00 am is zero two hundred hours.
Continue the above pattern until you reach 12:00 noon, which is twelve hundred hours.
12:01 pm is twelve hundred one hours.
7:00 pm is nineteen hundred hours.
11:22 pm is twenty three twenty two hours.
0000は、これが真夜中を指していれば、私ならtwenty four hundred hoursと読みます。
0001 （真夜中から1分過ぎ）は、twenty four zero one hoursと読みます。
1:00 am（午前1時、つまり0100）は、zero one hundred hours。
1:22 am（午前1時22分、0122）は、zero one twenty two hours。
2:00 am（午前2時、0200）は、zero two hundred hours。
12:00 noon（正午、1200）まで、上記の繰り返しです。
12:01 pm（12時1分、1201）は、twelve hundred one hours。
7:00 pm（午後7時、1900）は、nineteen hundred hours。
11:22 pm（午後11時22分、2322） is twenty three twenty two hours。
Notice that 1:00 am is ZERO one hundred hours, not OH one hundred hours. (OH) is a letter of the alphabet, ZERO is a number. In fact, it’s an even number. The first ten real numbers are zero, one, two, three, four, five, six, seven, eight and nine.
なお、1:00 am（0100）は、ZERO（ゼロ） one hundred hoursであって、OH（オウ） one hundred hoursではありません。OHはアルファベットの1文字で、ZEROは数字です。ZEROは偶数で、最初の10個の実数は、0、1、2、3、4、5、6、7、8、9です。
The Marine Corps, the Navy and the Air Force all say (OH) one hundred.
海兵隊、海軍、空軍では、1:00 am（0100）は、one hundred、またはOH one hundredと発音します。
